It is wrong to asume that the violence will stop if the troops withdrawn. Somalia is a perfect example of that? The case where the market crashed would have happend regardless of if we where at war or not. And despite the problems at home does not make the dangers abroad any less. The plan is withdraw bu 2011-12ish and be able to free up forces to handle Afganstan so that the people there can live normal lives. There is alwasy some pork in the military budget, but each case should be reviewed seperatly. But each branch will have different opinions on what is considered pork and what is not.
